Plans for the Incheon RFKR Casino due to the extension of the deadline

A casino resort project in the Incheon Free Economic Zone has postponed its first phase opening deadline by 12 months to March 17, 2024.

The information was confirmed to GGRAsia by R&F Korea (RFKR), a company affiliated with Hong Kong-listed Chinese developer Guangzhou R&F Properties Co. Ltd, and Incheon City Council member Shin Seong-young whose district is where the project is located.

"RFKR Resort" (the site in the file photo) was going to have a foreigner-only casino. The previous deadline for the first phase was Mar. 17 this year. On Jan. 31, the company asked the Ministry of Culture, Sports and Tourism for another extension, and confirmed it with GGRAsia before that.

The latest extension of the deadline was the fourth revision of the site's launch schedule since 2018, when Caesars Entertainment was a casino partner before the merger. In early 2021, a casino brand acquired by El Dorado Resorts, then a U.S. local casino operator, was found to have sold its stake.

An RFKR official told GGRAsia on Monday that the newly contracted extension had "conditions" regarding the resumption of construction, the discovery of game operator partners and outside investors. RFKR declined to elaborate on the terms.

The RFKR plan is located on Yeongjongdo Island near Incheon International Airport, Korea's main airport.

According to the Incheon Free Economic Zone Authority (IFEZA), a public body overseeing the site, about 25% of RFKR's plans have been built, but construction has been suspended since 2020.
